Actually, this is not true. The CPAN shell has the rather unknown
ability to install scripts. Because scripts are not indexed one has to
use the full distribution name, i.e.
install BRADFITZ/cpan-upload-http-2.4.tar.gz
But in general it's true that it's better to use dummy packages, to get
more CPAN features available (indexing, installation support for other
CPAN installation tools, the ability to add a test suite and get the
script tested...).
