Subject: bundled arc4random.c has buffer overflows on Win32
The bundled arc4random.c file has bugs causing buffer overflows and performance issues in Win32 *ONLY* – please update it from the latest version at https://www.mirbsd.org/MirOS/dist/hosted/other/ before compiling for Win32 (Cygwin or so). The next version (probably 1.42) will have this (and other things) fixed, but is not ready yet. (Developer buried in real life, etc.)
