Subject: you can take META.yml off the TODO
you can take META.yml off the TODO cause it's autogenerated during `build/make dist' it can't hurt if you add it, but there's not much point :)

the point is to create it initially so I can check it into CVS. Not everyone uses the latest Perl, so not everyone has it created automatically. It is still on the TO DO list.
