I am not familiar with the Makefile syntax, especially with its possible quirks under Strawberry so no idea what went wrong

Hi, Thanks for the ticket. It was indeed failing on Strawberry. I've amended the Makefile.PL and shipped a new release to CPAN after testing the changes on Strawberry and the build process should work now. Cheers.
