The CPANPLUS::Dist::Deb mentions that "bleeding edge" modules are
available as packages at http://debian.pkgs.cpan.org/debian, but it
looks like the last update happened in 2008 there.
So the pkgs site should either be revived, or it shouldn't be mentioned
anymore in the documentation (or leave it there, but with another wording).
