Bug #49702 for Pod-POM: =encoding is ignored

=encoding is ignored. Test case: http://cpansearch.perl.org/src/POLGAB/POD2-FR-0.03/FR/perlcheat.pod File is encoded in iso-8859-1 First line is: =encoding iso-8859-1 Result: pomdump outputs iso-8859-1 instead of UTF-8 on Linux (Ubuntu 9.04, LC_ALL=fr_FR.UTF-8). That shows that Pod::POM ignored the encoding specified in the POD source. This problem affects the perldoc.org site. See http://fr.perldoc.org/perlcheat.html
