oh wow, I didn't even realize this report existed. sorry about the extreme warnocking. but the thing is that I can't reproduce it :/. If it's locale related like you say, you might try setting it to C: "env LC_ALL=C cpanm XML::RSS::LibXML". if that works, setting $ENV{LC_ALL} during the tests might just work.
