the bugtracker resource is optional, so how can it be missing? also, the bugtracker resource doesn't affect the actual bugtracker in any way, so is useless to avoid rt.cpan.org - it will be used anyways (a measurable fact...). and lastly, adding some weird stuff to each and every module for each and every third-party perl site is just stupid (not that it would work with rt.cpan.org).
