The 0.2.0 release actually requires libvirt 0.6.1 as a minimum version. In the new 0.2.1 release, which now requires libvirt 0.6.4, the Makefile.PL check has been fixed to reflect the minimum requirement correctly. Unfortunately CentOS 5.3 is too old for either of these version, but CentOS 5.4 will be able to work with sys-virt 0.2.0
