Subject: Tests fail due to incorrect Catalyst version prereq
Tests fail because they use ctx_request() which was added to Catalyst::Test in version 5.8000_07 of Catalyst-Runtime. Catalyst-Plugin-ConfigLoader's Makefile.PL only requires version 5.7008 of Catalyst-Runtime

Fixed in release 0.27. I've opted to just skip those particular tests that use ctx_request.
