There's currently no way to opt out of rt.cpan.org.
Perhaps you already have a bug tracker elsewhere, or RT just isn't to
your taste.
But users can still report tickets to RT, where either they languish
ignored, or waste maintainer time redirecting them to the prefered bug
tracker, or bugs are split across two trackers, which isn't ideal for
users or developers as they can't see reports in one place to check for
duplicates, etc.
The suggested workaround was to add a message using the "manage" tab,
but users submitting bugs by email won't see that.
Or apparently I could get RT to email reports to the address of my
choice, but that doesn't really work as there's still a ticket open in
RT, and it means the fields asked for in the preferred tracker won't
get filled in. And not all bug trackers allow reports to be submitted
by email anyway.
