Subject: Remove the Build.PL
Module::Build adds nothing of value to the distribution. All it does is increase the likelyhood of hitting a M:B dependency earlier on an older Perl and having that Module::Build install fail due to the bootstrapping problem. If Module::Build actually added value here, it might be a different story, but as far as I can tell in this case it's been done needlessly.
