If you install the newest Module::Install::RTx and regenerate inc/ in
your module, it will install into local/plugins/RTx-RightsMatrix/ on
RT-3.8 (rather than local/lib and local/html)
You'll also want to add a line to your README like:
Be sure to add RTx::RightsMatrix to the @Plugins line in your
RT_SiteConfig.pm
If it would help you to get actual patches, I'm happy to generate
something.
