Subject: Notices are ignored
Currently, notices sent to a Bot::BasicBot bot are ignored. POE::Component::IRC offers the irc_notice event, but I don't believe that Bot::BasicBot bothers with it currently. Is this something you'd consider adding support for? I'm happy to provide a patch for it (naturally it's a very simple addition).

I have added a noticed() method in version 0.86 for this purpose.
