I have managed to install DBI-1_609 but when I try to build the above there appears to be an issue with the MMS Descrip file as follows:
$ perl makefile.pl
Using DBI 1.609 (for perl 5.008006 on VMS_AXP) installed in perl_root:[lib.site_perl.VMS_AXP.auto.DBI]
Configuring DBD::Oracle for perl 5.008006 on VMS (VMS_AXP)
Remember to actually *READ* the README file! Especially if you have any problems.

The problem with DESCRIP.MMS appears to be as below but I can't figure out how to fix this:
