Subject: 08helper.t fails if Catalyst::Helper isn't installed
Either this distro needs to declare that Catalyst::Helper is required, or 08helper.t needs to SKIP if Catalyst::Helper isn't installed. We don't use helpers at my work and don't install them, so I'd prefer the latter solution. I'm gonna go ahead and do a force install for now :)
