Subject: Some version after 5.826 breaks HTTP-Response-Encoding
Hello, HTTP-Response-Encoding fails tests when LWP is newer than 5.826. I think it's related to the charset changes in 5.827. See also: https://rt.cpan.org/Ticket/Display.html?id=47416 -- Best regards, Ruslan.

HTTP-Response-Encoding is basically obsolete now that LWP provide similar methods. There is a patch for HTTP-Response-Encoding attached to https://rt.cpan.org/Public/Bug/Display.html?id=47033 that make it functional again.
