Subject: build fails, missing dependency on Template::Provider::Encoding
During install, most tests fail with "Can't load Template::Provider::Encoding". Need to add dependency somewhere?

No, what you're seeing is just a warning. Catalyst::View::TT doesn't depend on Template::Provider::Encoding, but will use it in its test suite, if available.
