Right now, the Librarian does horrible things to deal with extracted
reports. They should be easy to get out of the store without fiddling
around with their guts. There are a number of comments about this in
the code.
One option is to convert the report from a container into a manifest,
simply listing things that are related, rather than storing facts "in"
its contents.
