It seems like the test suite of CPANPLUS::Dist::Deb fails if a normal
user (not root) tries to install it under a standard local::lib system.
Installing with --skiptest allows it to install, and it seems to work as
intended with these workarounds:
unset MODULEBUILDRC
unset PERL_MM_OPT
cpan2dist --format CPANPLUS::Dist::Deb URI
Maybe the test suite should unset these env. variables to avoid them
interfering with the tests?
Maybe local::lib should add a kind of identifier so that other systems
can detect it, and possibly disable its build variables (MODULEBUILDRC
and PERL_MM_OPT).
