Due packaging Time::Format_XS as recommended dependency of Time::Format
I've seen your META.yaml contains a dependency to Time::Format which
results in a circular dependency. I suggest to remove it (see PPI::XS
etc.) or merge the modules and add a -XS/-NOXS switch to the
Makefile.PL/Build.PL.
