Subject: Makefile.PL doesn't properly require POE::Test::Loops
The 'use' of POE::Test::Loops is not CPAN sane. In other words when installing this dist will not ever auto-install POE::Test::Loops.

POE::Test::Loops is in configure_requires in META.yml. Any recent CPAN.pm / CPANPLUS toolchain will automatically install POE::Test::Loops before running Makefile.PL. If you are having problems with this, please provide some more details: - the exact error messages you're seeing - the releases of CPAN.pm or CPANPLUS you're using Tony
