Bug #46704 for LaTeX-Encode: LaTeX::Encode::EncodingTable.pm needs pod if want to pass test t/92-pod-coverage.t

Hi Im going to package your Perl module LaTeX::Encode for Debian [1]. When explicitely setting TEST_AUTHOR and testing the t/92-pod-coverage.t test, then it fails due to a missing pod for the LaTeX::Encode::EncodingTable.
