Strictly speaking I would say this is a DBIx::Class issue, and open for debate... Since most people only use it during development, but not when deploying it's customary to not depend on it. I'm not sure what to do about this case. SQL::Translator used to be a notoriously hard dep, but I think it's pretty good nowadays.
