It was necessary to modify ExtUtils::Install in order to get it to work
with setuid scripts. Sorry I didn't catch this sooner.

Here's a patch that allows the user to create a distribution that
installs some setuid executable files and some plain executable files.
I haven't tested this on any operating system other than Linux, and I
haven't considered the implications on operating systems that are not
Unix variants. I thought that I'd provide the patch anyway, though, in
case someone else found it useful.
