It sure would be nice if I could send email via my smarthost, which requires TLS or SSL and SMTP auth...

You can do that today. You need to use a recent Test::Reporter and (manually) set the 'transport' option in your .cpanreport/config.ini file: transport=Net::SMTP::TLS User jdoe@example.com Password 12345 See CPAN::Reporter::Config and Test::Reporter::Transport::Net::SMTP::TLS for more details.
