Bot::BasicBot detects server disappearances by watching for irc_ping.
If a server ping doesn't arrive for 500 seconds, the module assumes the
worst and begins reconnecting.
Servers on the freenode IRC network (formerly OpenProjects) ping clients
at two-hour (7200 seconds) intervals. Bots based on Bot::BasicBot
routinely disconnect every 8 1/3 minutes.
