Subject: Win32 and XS extensions
On Win32 (ActivePerl-compatible 8xx build) with VC++ and the latest ExtUtils::MakeMaker, when I build something that has an XS extension using 'nmake', 'nmake test' will rebuild the libraries, even though the files haven't changed. This doesn't happen on my Linux system. If you don't have a Win32 environment handy to try things on, I'd be happy to try something out.

This is a general bug introduced circa 6.2x.
