Subject: Allow HARNESS_PERL and prove --perl

1) Allow an environment variable of HARNESS_PERL. 2) prove --perl=/path/to/perl should set HARNESS_PERL for the children. The key is that the HARNESS_PERL has to be handled in Test::Harness::Straps. It's not just a prove issue.
