I think this is a bug, or at the very least a very undesirable behavior. We used to use http://wiki.bestpractical.com/view/LdapOverlay as our RT ldap integration, but with the 3.8 upgrade we moved to using RT:Authen:ExternalAuth as it was the more supported looking version. Which has been great except for the email issue. Under the old LdapOverlay, when a user not in ldap emailed the system it would send an email to rtadmin with the contents of what that user emailed. I could then send that email to the appropriate person to deal with it. The RT:Auth:External simply lets it sit in the sendmail queue on our rt box which sends the user email every 15 minutes saying it cannot be delivered, this is highly undesirable. Thanks!
If you've intentionally configured RT-Authen-ExternalAuth to disallow creation of Non-LDAP users, it should be failing hard enough to bounce to $OwnerAddress and reject the email. You don't say what message your users get every 15 minutes which makes it hard to replicate.
