I had similar issues with the same versions of IPC::Run and Strawberry Perl. The build would hang usually in the t/run portion of the tests, on the first test or the 96th. I did Ctrl-C, clean, and install several times - it completed on the 5th try. I have no idea why it wasn't failing consistently.
