I have taken over maintenance of this module. Since so much time has passed and I don't have a repo history, I can't really tell if this issue has been addressed or not. I see locale testing in the t/autoform.t file which seems to indicate some effort has been made to address the issue. Version 2.74_01 has been uploaded to PAUSE, which fixes the case problems in the plugin detection by standardizing on initial cap spelling. I will wait for cpantesters to tell me whether it also fixes this locale issue.

2.75 just uploaded to CPAN should fix this particular test. It was caused by a rounding discrepancy in sprintf() in the Test::Reform module.
