version 1.999 don't fail tests. Then I've tried to install again version 1.999.1 and it succeded too. I do not understand.

Mail::SPF::Query unfortunately uses live DNS for its self-tests. When DNS hiccups, some tests fail. Your problem description and failure to reproduce the errors indicates that exactly this was the case. So this isn't really a bug.
