Subject: rfc2396.txt not considered "free"
Hello! Unfortunately, RFC files aren't available under a free redistribution license, so they shouldn't appear in the source tarballs. :( If it were dropped, it would make packaging in Debian easier too. :) Thanks!
The first section RFC 2396 states: Distribution of this memo is unlimited. I don't see a reason for it to have to be "free" for it to be sensible to include it. These are not documents you are supposed to change.

I'm just basing this off the Debian-Legal discussion since forever: http://lists.debian.org/debian-legal/2002/03/msg00012.html We can continue to repack it without the RFC, but I figured I'd open an upstream report just in case. Thanks, -Kees -- Kees Cook @outflux.net

Indeed the RFC was removed from the package: http://svn.debian.org/viewsvn/pkg-perl/trunk/liburi-perl/debian/repack.local?view=markup
 The RFCs are not part of the cpan tarball as of URI-1.50.  Having them handy in the source repo should be enough.
