A decoded_content-related test in t/base/message.t fails with perl
5.6.2. See

for a sample report.
The problem is that "require Encode" may be called in decode_content,
but it is not available in 5.6.x. As a workaround the failing test could
be skipped if running with 5.6.x --- it seems that the failure was
always there, but only the test is new.
(I can provide a patch if you accept this workaround)
