After issuing the following commands:
1. svk depotmap ea ea-depot
2. svk mirror http://svn.eathena.ws/svn/ea/ /ea/
3. svk sync /ea/ -s 12491
I get the following output:

Revision 12573 consists of a copy operation from an earlier point in
history (which gets skipped over). It's apparent that svk is unable to
handle this situation.
