Well, noticed that you have a workaround in case HTML::Entities is not installed. But it should be missing some function.. something strange.
OK, I think I figured it. This Linux has HTML::Entities 1.27, latest release is 1.35, and something got fixed about the "'" character here in between. Don't you want to just require a recent HTML::Entities? The alternative is to bypass HTML::Entities if it is not installed or if it is an old version... Cheers ambs

This sounds like a job for a skip test. It's testing for particular behavior of a particular version of HTML::Entities, but aside from the test doesn't really need any particular version of HTML::Entities. (The encoding done by HTML::Entities is not critical to the functionality of the module, it's just a nice extra.) Allison
As I said in RT #43903, apostrophes need not be encoded in XHTML output, so I just removed them from the tests. —Theory
