The Unicode::Transliterate module refers to oss.software.ibm.com/icu/ a
couple of times in the documentation. The documentation should be
updated to point to the new web site www.icu-project.org/
You should also consider using a newer version of ICU. 2.0 was release
years ago. ICU 4.0 was released a few months ago.
