The documentation for enc2xs provides a few links to ICU's web site. That web site moved from oss.software.ibm.com/icu/ to www.icu-project.org/ a long time ago. The links should be updated with new URLs. oss.software.ibm.com/icu/ -> www.icu-project.org/ oss.software.ibm.com/icu/charset/ -> www.icu-project.org/charts/charset/ oss.software.ibm.com/icu/userguide/conversion-data.html -> www.icu-project.org/userguide/conversion-data.html
