Build.PL of Util-Properties dies if prerequisites are missing. This
means that tools like CPAN.pm cannot continue. It's best to not die and
let CPAN.pm or CPANPLUS.pm deal with resolving the dependencies.
Note that the auto-generated Makefile.PL does not die, and because most
users are prefering ExtUtils::MakeMaker over Module::Build, this problem
was typically not seen.
Also, there seems to be a stray backslash in the die message ("missing
requirem\ents")
