Subject: Relies on Test::Manifest, but doesn't have it as a dependency in Makefile.PL

The CPAN shell can't install Business::ISBN if Test::Manifest isn't already installed, because the Makefile.PL doesn't have it in the requirements. Really, we should just remove the Test::Manifest stuff.
