The Changes file in 0.28 says:

+ Win32API::Registry and Win32::TieRegistry modules have been removed;
they are maintained independently on CPAN.
However the version of Win32::TieRegistry on CPAN is 0.25, which is
*older* than the 0.26 version that was in libwin32 0.27.
