I downloaded and unpacked Encode-Detect-1.01 and said:
% perl Makefile.PL PREFIX=$HOME
% make
It fails with compiler errors, the first of which is:

I worked around it by editing the generated Detector.c to change
const char* file = __FILE__;
to just
char* file = __FILE__;
The bug might be in my XS setup somehow, I don't know.
