Subject: Missing FCGI dependency
The Makefile is missing a dependency on FCGI, so CPAN(PLUS install of CGI::Fast is is not guaranteed to result in a functional setup.

To clarify, I'm referring to CGI::Fast (it was not obvious that it was part of the CGI distribution, nor that it should be, given the dependency)
