Subject: IO::Socket::Multicast->('LocalPort'=>PORT) fails for "well known" ports
$sock = IO::Socket::Multicast->new(Proto=>'udp', LocalPOrt=>PORT) fails for well known ports (1-1024). Is this by design or is this a bug?

You must be root to attach a socket (any socket) to a localhost in the reserved range 1-1023 Lincoln
