Subject: Add an option to *disable* touching perllocal.pod and .packlist
I noticed that there's a TODO item on appending to perllocal.pod and .packlist. I'm sure that people building prebuilt CPAN distribution packages (eg. RPMs) would appreciate an option to disable touching these files altogether. Something to keep in mind when the perllocal.pod and .packlist functionality will be implemented... :)

Agreed, when/if this is added there will be ways to disable it locally. -Ken
