John,
Sorry for the delay in replying. It is very unlikely that this module will compile under cygwin, let alone actually run. The module makes use of Win32 architechture and APIs which (so far as I know) are not available under cygwin, which is essentially a UNIX emulation.
I do not know a way of achieving the functionality of this module under the UNIX and Linux model - the closest I came was using DEBUG hooks. Unless, of course, if you know otherwise...

Ticket
Attempted to install the Win32::EnvProcess perl module via the cpan
command line interface from within the cygwin environment.
Is there any reason this module would not function within cygwin?
I started down the path of hacking the Makefile by allowing cygwin to be
a legal $^O.
Then I started seeing backslash directory delimiters sprinkled around.
So, instead of attempting to find all of these, I figured it best just
to ask for an enhancement to make this installer compatible with cygwin
if possible.
Thanks!
John
