When version is build it checks to see if < perl-5.10.0
is being used and skips the install if >= perl-5.10.0 which
is incorrect.
Perl-5.10.0-34034 contains version-0.74, so version-0.75
should replace it.
The check should be changed to correctly upgrade when required
and print out diagnostics about what's occurring, rather than
silently skipping the install sequence.
