For 1.3.5, the README file describes the license as being the GPL;
however META.yml pins the license as "perl", which is "GPL or
Artistic".
Is this code licensed under just the GPL, as the README says, or dual
licensed GPL/Artistic under the same terms as perl itself, as the
META.yml says? :)
