This should be fixed in the latest releases (I see some passes on 0.51 for Cygwin).
I saw your review, my apologies for closing the bug prematurely. If the bug still existed you should have simply replied through RT to let me know so that I can work towards fixing it. If you could please send me another make-test output I can attempt to isolate the issue, but since I do not have a cygwin environment (or even a Windows machine) available I cannot easily test it and so have to rely on CPAN testers. The most ideal situation would actually be for you to send me a patch or if you would prefer I can get you a commit-bit to the repository. Thanks much, - Stevan
Given the number of passes for cygwin on cpantesters, I'm going to close this, since the original bug reporter hasn't responded.
